This final overarching report in a series documents research and recommendations RAND offered to the Air Force to help strengthen the development of a new office responsible for monitoring and promoting resilience among Air Force Airmen, civilian employees, and Air Force families. Efforts to boost resilience have become an important military response to suicide and other markers of distress and poor health. The report reviews the concepts and measures of resilience, resilience factors, hardiness and flourishing. It describes how resilience and the military's Total Force Fitness concepts are related. The report brings together highlights from the eight companion reports on each Total Force Fitness domain and characterizes types of Air Force data that could be used to track resilience.

Obesity is widely recognized as a significant and problematic epidemic in the United States (U.S.). Although some controversy exists as to the precise proportions different phenomena have played in creating this epidemic, clearly lack of adequate physical activity is a critical component. The most- recognized public health standard for minimally adequate or sufficient physical activity calls for at least 30 minutes of at least moderate-intensity activity on most, preferably all, days of the week, which is usually interpreted as at least 5 days/week (Pate et al., 1995). The Centers for Disease Control (CDC) recently reported that, according to Behavioral Risk Factor Surveillance Survey data, the majority of adults were still not regularly physically active to these standards in 2000 (26.2%) or 2001 (45.4%), even with attempting to include updated lifestyle activity in the definitions of regular physical activity in 2001 (CDC, 2003). In the 1996 Surgeon General's report, 'Physical Activity and Health,' some of the many benefits known to be derived from regular physical activity were outlined, including reduced risks of dying prematurely or dying from cardiovascular diseases (U.S. Department of Health and Human Services USDHHS, 1996). Physical activity reduced the risks of developing diabetes, high blood pressure, and colon cancer. In addition, regular physical activity reduced feelings of depression and anxiety, helped control weight, and contributed to general psychological well-being.

This report is a manual for statistical workers dealing with environmental measurements, when some of the measurements are not given exactly but are only reported as less than detectable. For some statistical settings with such data, many methods have been proposed in the literature, while for others few or none have been proposed. This report gives a recommended method in each of the settings considered. The body of the report gives a brief description of each recommended method. Appendix A gives example programs using the statistical package SAS, for those methods that involve nonstandard methods. Appendix B presents the methods that were compared and the reasons for selecting each recommended method, and explains any fine points that might be of interest. 7 refs., 4 figs.

The purpose of the Proposed Action is to provide for an upgraded facility that will meet the existing and future physical fitness needs of military personnel and their dependents at LAAFB. The present PFC and HAWC facilities are inadequate to provide effective and minimum conditioning and exercising requirements. Consequently, there is a great need to provide a facility to meet minimum Air Force requirements for physical fitness at LAAFB. Moreover, the existing PFC and HAWC do not meet current fire and building safety codes. They are housed in structures that are not structurally adequate to withstand a significant seismic event. Other facility deficiencies include an antiquated electrical system, a suspect root, and the presence of asbestos containing materials and lead based paint. The programs and services provided by the two existing facilities are directly related but are located in completely separate buildings. The new Complex will provide for a more efficient use of space.

Fluid contaminant plumes underground are often electrically conducting and, therefore, can be imaged using electrical impedance tomography. The authors introduce an output least-squares method for impedance tomography problems that have regions of high conductivity surrounded by regions of lower conductivity. The high conductivity is modeled on network approximation results from an asymptotic analysis and its recovery is based on this model. The authors present the results of several numerical experiments that illustrate the performance of the method.

On August 10, 1981, NIOSH received a request form the XOMOX Corporation to determine lead exposure in the paint spray booth at this plant. On October 14, 1981, NIOSH conducted environmental measurements in that area to determine employee exposures to lead and hexavalent chromium. NIOSH determined that one operator was exposed to airborne concentrations of inorganic lead above the OSHA PEL. However, blood lead levels for both exposed operators were within current blood lead criteria.
